The Chief Consultant SES EQV provides emergency management subject matter expertise to VHA Senior Leadership concerning health system preparedness, response, recovery and mitigation of the full spectrum of hazards to include chemical, biological, radiological, nuclear and high-yield explosives. The Director ensures that VHA maintains applicable standards of care for our veterans during disasters and contingencies. The Chief Consultant ensures that Joint Commission standards are met for all VHA OEM programs such Decontamination, Disaster Emergency Medical Personnel System (DEMPS), Medical Emergency Radiological Response Team (MERRT), National Disaster Medical Management System (NDMS) and federal Emergency Support Function (ESF) 8 for health and medical care, to include resources and support for Federal Medical Stations (FMS), and maintaining patient reception capabilities for the Federal Coordinating Centers (FCC) that fall under the responsibility of VA medical facilities.
VHA OEM provides information, training and reference materials that are useful to VA/VHA, external health care organizations and other government agencies working and interested in the continual development of a comprehensive emergency management program. VHA OEM is also the operational component of the Department's Primary Mission Essential Function (PMEF), ensuring that VHA can "Provide medical and hospital services for Veterans, and during an emergency or disaster, to civilian victims, as appropriate," within the National Response Framework. The VHA Office of Emergency Management directly supports the Office of the Deputy Under Secretary for Healthfor Operations and Management (DUSHOM/10N) and is a program office aligned under the Assistant Deputy Under Secretary for Health for Administrative Operations (ADUSH/AO) (1ONA). The position of Chief Consultant, VHA OEM reports to the Assistant Deputy Under Secretary for Health for Administrative Operations (ADUSH/AO) located in Washington DC.

Extensive knowledge and experience applyingFederal procurement laws, rules, regulations, practices and procedures in order to lead a complex procurement operation for a large diverse organization.
A full four course of study leading to a bachelor's degree that included, or was supplemented by at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
