Reviews, analyzes, modifies, creates, debugs, designs, and tests applications using modern development methodologies and tools and oversees this activity by others. Uses creativity and out of the box thinking to drive key insights in design and application architecture discussions. Must be detail orientated, able to do advanced problem solving, understand complex systems and perform thorough problem analysis. Required to maintain continuing education on the ever changing application development tool sets. Is a key leader on a multidisciplinary team and will engage in all aspects of the application development life-cycle as needed for each project to be successful. Works directly with the business to establish project scope and milestones and ensure the project is meeting the business needs. Is expected to be a self starter, work with minimal supervision, and coach, lead and direct the work of others based on extensive experience. Uses seasoned judgment to plan the team’s work and accomplish the team’s goals. Is an expert on the team's systems, technology and methodology.

MAJOR DUTIES AND RESPONSIBILITIES:
*Understands assigned tasks and ask for seeks clarification when necessary. *Works with and directs other technical staff to complete assignments. *Responsible for individual and the team's implementation in code and documentation of all system changes based on assignments and time lines. *Develops and follows department coding and user interface guidelines. *Oversees and provides code review, testing, debugging, technical documentation, general testing instructions, go-live planning, assistance in go-live moves, and post-live support. *Communicates any and all progress, roadblocks, issues to the team and management in a timely manner. *Provides training and documentation to team members on new development assignments. *Trains and mentors staff members. *Performs human resource activities for the team, including hiring, performance management, contributing to the increase and promotion recommendations, career development, corrective action and recommendations for termination. *Develops and presents an approach for a solution to the team stakeholders. *Assists in the development of deployment strategies, MSI Creation, Click-One deployment and AD documentation for applications to be used by the organization. Ensures support turnover documentation is provided as required. *Performs technical interviews and evaluates potential new team members. Provides an assessment to management. *Performs other duties as required or assigned.

EDUCATION AND/OR EXPERIENCE:
Bachelor’s Degree in computer or information science required. Minimum of seven years of application development experience required.
Minimum of 13 years demonstrated professional success in the area of application development using the specific team technology stack may be considered in lieu of degree/experience requirement.
Requires a good understanding with at least 7 years professional experience in database structure and design and in application development for web, mobile and/or form based platforms.
Requires strong knowledge and at least 4 years professional experience implementing modern programming concepts including: object oriented programming, multi-tier application architecture, and unit testing.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Work is typically performed in an office environment with occasional travel to different buildings. Mostly sedentary work interacting with computers and people. Requires ability to perform visual inspection and lifting less than 10 pounds.
