JOB SUMMARY: The Chair of the Department of Psychiatry is responsible for direction and oversight of behavioral health services in the Cook County Health (CCH). This position maintains collaborative relationships with key health system, community, city, and state stakeholders. This position includes administrative responsibilities with 25% clinical effort. There is also opportunity for academic activity. This position is exempt from Career Service under the CCH Personnel Rules. MINIMUM QUALIFICATIONS: - Doctor of Medicine (MD) or Doctor of Osteopathy Medicine (DO) from an accredited college or university or foreign equivalent
- Certification by the American Board of Psychiatry and Neurology
- Licensed as a physician and a surgeon in the State of Illinois or have the ability to obtain licensure prior to starting employment
- Valid Illinois and Federal controlled substance license or eligibility to obtain prior to starting employment
- Five (5) years of post-residency clinical experience in a complex healthcare environment
- Three (3) years of administrative and management experience in a multi-faceted psychiatry department
- Must be able to communicate effectively with members of the community and with peers and personnel at all level of a healthcare delivery organization
PREFERRED QUALIFICATIONS: - Certification in Addiction Medicine
- Work experience serving a patient population similar to CCH
- Work experience in a public hospital or health system
- Record of scholarly achievement
- Demonstrated interest and success in obtaining local, state, or national funding for clinical services or training
General Administrative Responsibilities Collective Bargaining - Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline - Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
- Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision - Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management - Contribute to the management of CCH staff and CCH systemic development and success
- Discuss and develop CCH system policy and procedure
- Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
Typical Duties - Oversees, manages, and is responsible for the quality of behavioral health care in CCH including:
- Stroger Hospital -Inpatient and Emergency Department psychiatry consult services
- Provident Hospital -Inpatient and Emergency Department psychiatry consult services
- Juvenile Detention and Treatment Center -Contracted psychiatric services for juvenile detainees
- Cermak Health Service at Cook County Jail -Inpatient and outpatient psychiatric services for detainees
- Ambulatory & Community Health Network -Specialty outpatient psychiatric and addiction services. Collaborative support of medical home based behavioral health services.
- CORE Center - Specialty outpatient psychiatric and addiction services for patients receiving primary care
- Oversees and manages the Divisions of the Department including:
- Consult Liaison Psychiatry
- Emergency Psychiatry Services
- Adult Ambulatory Psychiatry Services
- Child and Adolescent Psychiatry
- Addiction Services
- Oversees educational activities of departmental personnel, including teaching and supervision of medical learners from multiple disciplines.
- Delegates authority to appropriate departmental personnel for operation of the above services and activities.
- Oversees external funding of clinical and training activities of departmental personnel.
- Oversees and manages credentials of psychiatrists, psychologists, psychiatric, social workers, mental health technicians, addiction counselors, and other behavioral health personnel.
- Negotiates with and supervises contractors and vendors supplying clinical and other services to the Department and System.
- Maintains departmental accreditation as required by the various oversight and accreditation bodies.
- Builds a collegial and resilience culture within the Department, supporting high value behavioral health services, delivered by a multi-disciplinary team.
