The Senior Master Data and Technical Governance Solution Engineer designs, develops, tests and maintains Master Data Management (MDM) technologies and processes partnering with Data Governance. Also, this role documents, develops, and manages the creation of logical and physical data models, source to target mapping documents, depicts end-to-end logical and physical designs, and performs administration and support for master data and data governance platforms/functions.
This position requires technical to design and support MDM data processing involving multiple databases, data formats, and on premise and cloud consumption in conjunction with other data technology teams providing expertise in ETL, APIs, interfaces, and other relevant technologies. This individual is responsible for designing well-tuned and efficient processes; providing analysis on current levels of data quality and providing pathways to achieve high and improved data quality; and provide delivery excellence. Effective and proactive verbal and written communication, excellence in customer service and partnerships, and teamwork are key success factors for this senior position.
This position leads the technical components of data integration processes around the master data and data governance functions. This position will work with various stakeholders including Business Analysts, DBAs, Data Architects, and Data Analytics and Technologies staff, along with business stakeholders including Data Stewards, executives and others to deploy master data and data governance solutions for improvement.
Design, assist in the development and testing, and support of master data management and data governance technologies and associated integration processesserving an enterprise customer base.
Apply initiation and leadership skills with IT, business owners, and end users to define and document business, technical, and operational requirements.
Performs data quality (DQ) institution, implementation and socialization.
Provide leadership, guidance & implementation with MDM/DQ standard methodologies, governance, standards and conventions.
Translate business requirements into technical solutions, dealing well with ambiguity, and aligning deliverables with business goals.
Perform data analysis, data profiling, and data modelling.
Create, publish, distribute, and present design documents and other documentation, including logical or physical data models, end-to-end data integration diagrams, and Service Level Expectation documents.
Effectively balances and prioritizes project delivery work with MDM and Data Governance SaaS product administration and support in a proactive, continuous improvement environment.
Completes complex work assignments independently, takes initiative to perform gap analysis, discovers business outcomes, documents and confirms key understandings, and produces solutions with low production support footprints.
Help various partner groups understand and improve data consistency, quality and flows.
Ensure consistency of data across integrated systems and platforms; resolve deep technical issues when needed.
Knowing the latest on Master Data Management discipline and technologies
Act as the MDM subject matter expert in programs to harmonize enterprise-wide and improve quality master data to drive significant strategic and operational improvements.
Participate in discussions with different business functions to capture requirements and create the requirements documentation to support MDM initiatives.
Analyze existing (master) data and data flows and identify opportunities to further improve the quality of master data through governance and/or technology.
Act as first point of contact for business stakeholders to support MDM implementations and provide guidance, advice, and support.
Lead teams of IT and business resources during MDM testing initiatives to support successful MDM and Data Governance implementations.
Define and report on KPIs that measure MDM effectiveness to ensure cross-team processes are efficient and master data is consistent, accurate, and compliant across applications.
Working with Data Architects and Data Analysts to design and develop data models, business rules, stewardship workflows, and custom subscribers within the MDM and Data Governance platforms.
Full understanding of and the ability to implement Golden Record management rules, including survivorship and match & merge business logic.
Working with integration engineers to consume and distribute data from/to heterogeneous data sources.
Understanding ingestion and consumption of data; end to end data lineage and perform data profiling assessments.
Performs consistently as a team player who shares knowledge, maintains effective working relationships, mentors junior staff and puts self in service to othersmaintaining extremely high customer service levels.
Contributes to the development of team process and technical standards
Undergraduate degree - Bachelors in Computer Science, Industrial Engineering, Software Engineering, Information Systems or combination of education and related work experience.
8+ years in application development, data analysis, data consolidation, or data management / governance.
5+ years in data consolidation MDM and implementation developer roles; Ability to analyze sources, design consolidation rules, develop data load routines in batch and real time, cleanse, and merge/de-duplicate.
5+ years technical knowledge on data architecture and data integration.
3+ years of experience with logical and physical data modelling, data profiling, SQL development, JAVA, JSON, and API integration.
Demonstrated excellence using logical, analytical, and creative problem-solving skills.
Excellent influence skills, using written and verbal communication skills--including the ability to present in both technical and business terms.
Deep understanding of SQL (Microsoft and Oracle).
Should have data management consulting or industry experience (master data, metadata, data architecture, data governance, data quality, data modeling).
A proven resource in defining systems strategy, developing systems requirements, designing and prototyping, testing, training, defining support procedures, and implementing practical business solutions under multiple deadlines.
Knowledge of or experience with data quality tools and data governance tools
Graduate degree Masters in Computer Science, Industrial Engineering, Software Engineering, Information Systems, Business Administration or combination of education and related work experience.
Deep hands on experience leading MDM strategies in an enterprise healthcare health plan setting.
Ability to understand complex healthcare data models and business processes relating to master data domains such as Member i.e., enrollment eligibility Patient, Provider, and Household in healthcare business environment, including linking master data domains to transactional data e.g., claims.
Experience implementing and supporting hybrid cloud and/or on-premise infrastructure environments.
Strong Oracle SQL Developer, IBM DataStage, or SQL Server Integration Services (SSIS) experience.
Mulesoft ESB and Anypoint architecture and development experience.
Experience with Data Governance and Data Quality Solutions, e.g., ASG, Collibra, Ataccama, IDQ, DataFlux, Reltio, Informatica.
