Purpose Statement / Position Summary
The Enterprise Data Governance Program Manager is a part of MemorialCare’s strategic plan to increase analytic maturity throughout the Enterprise and requires collaboration with business partners and senior leaders. The Analytics team plays a critical role in delivering accurate, insightful analysis to drive decision-making throughout MemorialCare. Team members work directly with end users to gain a better understanding of their business requirements, gather project document requirements and translate them into detailed specifications for reports and applications. They understand how analytics and measurements enable exceptional client service and high performing teams.
The Enterprise Data Governance Program Manager works on advancing the organization’s strategic goals. They independently manage a program consisting of several large and small projects aligned to business objectives. Program Managers participate in internal steering committee meetings, where they disseminate program-related information, showing aggregations of project reports to help determine project prioritization. They oversee all initiatives in the program and mitigate risks. They are typically involved with urgent or important initiatives where speed of project or problem resolution is highly valued or critical to business operations. The Program Manager assists in carrying out overall process improvement for both IS and the overall organization. They work with all levels of staff, both in and outside of the IS department, and routinely function as a critical problem solver and subject-matter-expert. They initiate, review, and coach project managers and serve as their mentor.
Essential Functions and Responsibilities of the Job
- Oversee and directly manage a program/project portfolio and leads the strategic planning, review and governance of initiatives associated with it
- Manage all phases of assigned projects, including identifying and defining project requirements, defining scope and objectives, as well as preparing Project proposals, timeframes, and overall schedule
- Oversee projects within the program and develop key performance indicators and provide visibility into the program/portfolio roadmap
- Lead or conduct comprehensive analysis associated with existing or proposed system solution
- Assist in the evaluation, selection, implementation and use of advanced information technology
- Identify and resolve problems of varying complexity as well as conduct root cause analysis of problems, taking actions to prevent recurring instances of issues
- Create and maintain documentation, plans, templates, and reports on assigned tasks
- Develop and maintain program budgets and oversee expenditures
- Monitor and report on progress against established project milestones
- Mentor other members of the IS and business teams

Essential Job Outcomes
- Directly manages a project portfolio/program and leads the strategic planning, review and governance of initiatives associated with it to ensure understanding of business issues, current needs, problems, expected outcomes, and overall project success
- Manages smaller projects that are within the program and develops key performance indicators and provides visibility into the program roadmap including, intended direction, interdependencies, milestones, and benefits & risks
- Manages all phases of assigned projects including initiation, definition and planning, execution, monitoring, cost control, and project close out
- Assists all stakeholders in making sure overall Program needs and objectives are understood and executed as projects evolve through the lifecycle. Where necessary, applies assertiveness to ensure that the projects move along and that decisions are made in a timely manner.
- Directs or participates in project related evaluation, selection, implementation, benefits realization, and re-engineering of processes in the use of advanced information technology. Performs project reviews and document lessons learned.
- Undertakes assignments as required to react quickly and positively to new or emergent situations.
- Develops project strategies, defines project schedules, manages resources and equipment, creates plans and reports, develops project budgets and oversees expenditures/procurement
- Monitors and reports on progress against established project milestones related to working hours, plans, risk/issues and expenditures, while analyzing for opportunities and areas for improvement
- Communicates effectively the feasibility of requested deliverables and timelines to internal business and project stakeholders. Ensures proper communication on assigned tasks and holds responsibility for aligning expectations to clearly define requirements.
- Facilitates project meetings; documents and follows-up on actions and decisions. Records and distributes meeting minutes within a timely manner.
- Ensures that both client and IS teams’ needs are met as projects evolve, monitors project progress, handles issues that arise, and communicates regularly on project developments to relevant participants in efforts to maintain overall visibility.
- Mentors other members of the IS team and subject matter experts on established best practices and standard work by reviewing detailed predetermined set of tools and providing guidance as required
- Manages senior level operation customers’ expectations and ongoing relationships
- Ensures that all technologies in use are compatible, consistent, optimally configured, and in compliance with established architectural and technical standards
- Coordinates the resource requirements necessary for the initiative working with Resource Managers
