General Statement of Duties
This position is responsible for participating in full cycle recruiting, with an emphasis on sourcing, assessing, and selecting qualified applicants to be referred as candidates for open searches, including networking and cultivating a talent pipeline. This position creates a positive customer experience for applicants. This position learns to anticipate industry trends and utilizes labor market information to support best-in-class candidate sourcing.
Essential Position Functions
Sourcing
- Prepare job announcements and advertising.
- Source candidates utilizing multiple available avenues.
- Perform structured screening and assessment to ensure applicants meet both job and organization requirements; refer qualified applicants to hiring managers.
- Respond to candidate questions.
- Conduct preliminary interviewing as needed.
- Communicate effectively with applicants about the essential functions of the job, department, organizational culture, and the employment experience.
- Participate in external relationship building, outreach efforts and job fairs as needed.
- Comply with all laws, regulations, and statutes pertaining to recruitment.
- Maintain accurate and detailed records of activities related to recruitment.
- Work closely with the recruitment staff to understand staffing needs and develop a proactive, innovative sourcing/recruitment strategy to attract and retain top talent.
- Develop and execute a proactive, innovative, cost-effective recruitment/sourcing strategy to target a diverse pool of qualified applicants for vacancies.
- Develop and maintain network and database of potential candidates for future reference including pipeline of passive candidates.
- Perform advanced sourcing utilizing social media, Internet and database mining.
- Conduct cold calls to passive candidates to present opportunities for critical, difficult and visible positions.
- Develop effective working relationships with colleagues and hiring leaders, developing a sophisticated understanding of positions, department culture, key attributes of a successful candidate, etc.
Process and Metrics Management
- Enter and maintain current and accurate information in the appropriate system (CRM and/or ATS), including but not limited to job posting content, applicant tracking and response, anecdotal information, and other required data.
- Communicate status of searches with recruitment staff on a consistent and timely basis.
- Maintain and report talent pool metrics for assigned departments/key jobs on a regularly scheduled basis.
- Act as a key resource for referred candidates in identifying best fits, providing recommendations of the best way to engage in our recruitment process and following up with the referring party.
- Maintain knowledge of CareOregon Total Rewards; provide candidates information related to culture and benefits, which promotes our organization as the employer of choice.

Knowledge, Skills and Abilities Required
- Understanding of federal, state and local laws, regulations, and statutes relevant to recruitment
- Ability to apply current knowledge of trends and best practices related to recruiting and staffing
- High level of proficiency using Microsoft Windows and other Microsoft Office Software, Applicant Tracking Systems such as SuccessFactors, Taleo,etc.
- Knowledge of recruitment principles, processes and hiring standards for health care professionals or other executive/professional groups
- Strong written, verbal and interpersonal communication skills, including the ability to effectively educate and provide concise information to managers and employees at all levels
- Strong evaluation skills to effectively screen applicants against job needs
- Ability to provide excellent service to internal and external candidates and vendors
- Growing ability to influence and negotiate favorable outcomes
- Ability to work well under pressure with frequent interruptions and shifting priorities
- Ability to handle confidential information and project a positive and professional business image

Education and/or Experience
Minimum 2 years’ experience required in conducting effective sourcing or recruiting for a variety of organizational positions, including executives. Recruitment experience in the healthcare or health plan industry strongly preferred.
